Operator:Infrastructure:Floor Plans

Devices shouldn't be able to be placed on multiple levels of the same building
There should not be any floor plans for a building without a floor plan. Every building should have a default floor/level
We need to be able to set the scale based on an uploaded image (i.e. measure a wall and enter a dimension which is then used to adjust scale for the entire floor plan).
Floor plan should be visible on the dashboard (including devices)
