On the settings, notifications page of the operator should be able to use default storra email and sms provider. But if they'd like to use their own they can override the default and enter their own credentials.

On the settings page for a facility, the latitude and longitude should be automatically populated by the address. This might require expanding the address fields to include city/state/country/postalcode. Should be multinational.
